• From August 2005 the EU began in full implementation of the "Directive on Waste Electrical and Electronic Equipment" (WEEE). On September 3, 2009, General Secretariat of the Council of the European Union proposed new amendments to the RoHS and WEEE Directives for the delegations of the Member States: The new drafts reinserted annex IA and IB (categories of electrical and electronic equipment and list of products), and made clarification and supplement on other content.
  
  WEEE Directive
  In August 2005, the EU began to completely implement(WEEE). In this directive entered into force in 2003, manufactures (including importers and distributors) must take responsibility for the cost of recycling the waste products in the legal sense. With the implementation of RoHS Directive and WEEE Directive, national and international importers and distributors have an increasing need for the specific implementation of WEEE directive.
  
  First Revision Directive
  December 3, 2008, the EU issued revised proposal of WEEE directive (2002/96/EC) and RoHS Directive (2002/95/EC). The purpose of the proposal was to create a better regulatory environment that is simple, understandable, effective and enforceable regulations. The main content includes:
  1.The directive coordinates the manufacturer's registration and reporting obligations, The registers shall be inter-operational across member states.
  2.Some annex belonging to the scope of Electrical and electronic equipment falling under the RoHS directive
  3.Coordinate withdraw of funds of manufactures inside and outside of EU, and some member states have already required manufacturers to bear the cost of collecting electronic waste.
  4. The directive lay down the new rate of recovery and collection target of electrical and electronic equipment. The rate of recovery of the equipment includes reuse of the whole electrical equipment, and the rate of recovery of each product needs to be increased by 5%. The new target is set at 65% of the average weight of products placed on the market in the two preceding years. The collection target is different in member states.
  5. It is clarified what pieces of equipment are exempted from the Directive.
  
  Second Revision Directive
  The Council of the EU’s secretariat, on 3 September 2009, presented member state delegations with further revision for new RoHS and WEEE Directives. The new draft included appendix IA, IB (inventory list for electrical and electronic devices), with proper clarifying and addition.
