PSE certification is a mandatory safety certification in Japan, which aims to prove that electrical and electronic products have passed the test of DENAN Law or the test of the International IEC standard. Japan's DENTORL law specifies that 498 products shall pass safety certification before entering the Japanese market. Among them, 165 products of class A shall get the PSE rhombic symbol, and 333 products of class B shall get the PSE circular symbol. Since April 1st, 2001, "DENTORL" has been officially renamed as "DENAN". Different from the original evaluation regulation system, "DENAN" will ensure the safety of products by unofficial bodies. All products using PSE rhombic symbol shall pass the test done by a third party testing body authorized by the Ministry of Economy, Trade and Iindustry (METI) of Japan and get the certificate before entering the Japanese market, while products using PSE circular symbol shall pass the test done by a third party testing body and get the certificate before entering the Japanese market.
Buyers in Japan shall declare and register at the METI within a month after purchasing. All electrical and electronic products in the DENAN product list shall be certified by PSE if they are going to enter the Japanese market.
DENAN of Japan divides electrical and electronic products into two categories: specified products, including 115 products, and non-specified products, including 338 products. Specified electrical products and the factory testing equipment shall be tested and issued PSE certificate by the third party certification body authorized by METI of Japan. The certificate shall be valid for 3 to 7 years, and the products shall be labeled with PSE rhombic symbol. Non-specified electrical products shall prove the conformity of the products with the regulations through self-test and self-declaration, and the products shall be labeled with PSE circular symbol.
Category B - PSE certification of Non-specified Electrical Products
Products that belong to non-specified electrical products and shall get PSE circular symbol in Japan shall be tested by the labs recognized by METI of Japan to ensure that the products conform to Japanese technology benchmark of electrical products before entering the Japanese market. Only products obtain the qualified testing report and PSE certificate, can the products be labeled with PSE circular symbol and then enter the Japanese market.
Certification time of lithium battery:
The METI of Japan issued cabinet directives officially on November 20th, 2008 that lithium battery shall be classified as non-specified product- PSE certification only focuses on the secondary battery whose energy density is no less than 400 Wh/L, and it did not include the lithium batteries used in medical equipment, industrial equipment and other equipments fixed by welding or other connection methods. These lithium batteries which are not easy to remove then have been listed in PSE certification products list since July, 2013.
Considering the frequent accidents of portable lithium ion battery (also called the mobile power supply) in recent years, the METI of Japan proclaimed the partial revision of the interpretation of the technology benchmark for electrical products on February 1st, 2018. It revised the "Interpretation of the Electrical Product Scope (Commercial Bureau, No. 1, March 21, 2012)", specifying clearly that portable lithium ion battery (mobile power supply) hereafter shall be treated in accordance with DENAN.
Products exported to Japan shall comply with PSE regulations of Japan and the qualified products shall be labeled with PSE circular symbol.

Mobile power supply that do not comply with Japan's PSE regulations will not be allowed to be produced, imported or sold since February 1st, 2019.
